The issue is resolved. We were processing a large number of shipment GET requests and were updating the tracking information for each shipment in real-time, causing our servers to be overloaded. Going forward we will return the last tracking update available (within the last hour) on a shipment GET request. If up-to-the-minute tracking information is required a separate call to the shipment tracking endpoint will be required.

Rating issue
The rating issue has been resolved. We traced the issue to a problem with our high-availability Redis cache service. It's not yet clear what caused the problem because there were no known changes to the Redis configuration. Once we determine the root cause we will revert back to the high-availability configuration.

The issue has been resolved. We traced it to a "sentinel" service that did not restart on server reboot. We upgraded the configuration to make sure that it always starts on reboot going forward.
